Your sound won't be listed in the program events, that's only the list of trigger points that are available. The Startup sound is not configurable here, it's only an on/off switch. Browsing to choose a file only applies your sound to the highlighted event.
If you want a sound to play when you login, use the Windows Login event. If you do want to change the Startup sound, you need to be aware that Windows 8 and higher no longer perform full boot-ups. When you shutdown, they only log out the user and hibernate so they can start faster. So choosing the Startup sound may only play during a full actual reboot. If that's okay with you, then name your wave file as 'Windows Startup.wav' and drop it into the C: Windows Media folder. After that, turn on the checkbox to play the startup sound, click OK, and reboot.
